Strategic Asset Management

Strategic asset management (SAM) is matching an organisation's physical assets with it's service delivery strategies. It is achieved by managing all decision-making over the entire life of the assets.

A strategic approach to asset management requires a focus on the outcome or purpose rather than the operational tasks of what is being done or how it is being done. Being strategic requires answers to the following questions:

  • What is the purpose of the asset?
  • What needs are being provided for?
  • Can these needs be provided by other means?
  • Should they be provided at all?
 

Physical assets can be natural resources, property, plant and equipment, heritage and cultural assets, or any other form of infrastructure. Non-physical assets such as human resources, finance and aspects of information technology are excluded. Assets with a short life such as vehicles, furniture and computer equipment do not need a strategic approach and are therefore also excluded.

The University’s Strategic Asset Management Plan (or SAM Plan) documents the way in which an organisation matches its physical assets to the strategic directions expressed in the corporate/strategic plan, service delivery strategy, business plan and environment management plan. It defines the relationship between these high-level documents and the bottom-level outputs of service delivery, capital works construction and other operational matters. Capital works construction includes major University projects and the current year’s priority works program developed in consultation with faculties and divisions. Maintenance and operational resources are allocated within Facilities Management to complement the capital works program.

The 2006 SAM Plan was endorsed by the Strategic Asset Management Advisory Group (SAMAG) at its meeting on 14 March 2006 and discussed and noted by the Buildings and Grounds Committee at its meeting on 28 April 2006.  The SAM Plan will be reviewed annually as part of the University's budget process and the rolling 5-year forecast of asset expenditure as summarised in the Asset Management Forecast (AMF).
